It would be great to be able to configure notify_push from files. This would simplify infrastructure as code setups.

I understand that this will make it difficult to ensure notify_push is only enabled if nextcloud is configured correctly, but on the other side people interested IaC are likely to verify the setup before rolling it out.

I'm suggesting this as a configuration source additional to the appconfig value as to leave the current process unchanged.
