Tags list is limited to 7 first

Steps to reproduce

1. Build a list of more than 7 tags
2. Using the "add Bookmark" url or tags browsing, click on the drop-down for tags selection

Expected behaviour

I would like to have the full list of tags, with a scrollbar if needed, like for the folders

Actual behaviour

Only the first seven tags are shown
