Redeclaration problem causing mail to fail on update if recognize is installed.

Steps to reproduce

Have recognize and mail installed
Update to latest Nextcloud AIO (Nextcloud Hub 10 (31.0.10))
The error occurs in the update log.

Expected behavior

Be able to run mail along side recognize.

Actual behavior

Mail is disabled with the message that it can not be re-enabled during the update.

5.5.15

31.0.10

Additional info

PHP Fatal error: Cannot redeclare utf8_ord() (previously declared in /var/www/html/custom_apps/recognize/vendor/scoper-autoload.php:55) in /var/www/html/custom_apps/mail/vendor/joomla/string/src/phputf8/ord.php on line 22

After the update I can see that Recognize is version 9.0.8 and Mail is version 5.5.15 (but disabled)

This is most likely a duplicate of https://github.com/nextcloud/suspicious_login/issues/1037 and fixed with the latest release of Recognize
