Keep header with actions separated from email content to allow actions after scroll down

I would like to propose a usability improvement in the reading pane of emails.
Currently the top part of the email message contains the sender and the available actions (Reply to All, Reply, Star...). This sort of header is part of the email content frame and disappears when scrolling down to read the email content. As result, to be able to reply or delete a message, the user needs to scroll back to the top.

The usability would be much better if the actions would remain visible even scrolling down to read the message (like the subject of the email). The actions could be placed somewhere else, like on the right side of the subject line.

This cannot work as a sticky section on top of the thread header, because the actions are connected to a specific message on that thread. It can only make sense if your thread has only one message. But i am not sure how can it work on 2 different designs. People might get used to having it sticky for one message, and then it can look like its a bug when the thread has more than one message.
If you have any idea how that can look or to make it work in different scenarios, let me know and we can discuss it with the design team.

Yes I refer to those actions.
I see your point, on the other hand, already now, some shortcuts like delete, star and archive, affect the entire thread even if only one message is selected so it would be consistent to show those actions on the top.
To some extent, this request may be related to the #10936 and the Quick actions mentioned in #10940.
By the way, while playing with the UI, I also found the following glitches:
- I expected the same "thread-wide" behaviour for the U shortcut for toggling the read/unread status but the shortcut is not working altogether
- The tooltips do not show up on those actions that toggle on the state of the message like Mark as Favourite, Mark as Unread
Ok, then we will include this on the quick action overview ticket and the design team can decide how exactly we can improve the threading and the repeated actions there. Thanks a lot for your suggestions.
