Add option to show notifications in notification overview (bell)

Currently GitHub notifications are only shown on the dashboard. We hoped to get notified via regular Nextcloud notifications, avoiding the need to keep open a tab with GitHub all the time. It would be great if it could be admin and user configurable to have this feature in addition to the dashboard overview.
