Custom permissions to disallow downloads doesn't allow files to be opened in readers

In my case a guest user was given access to a folder with pdfs. I wanted the user to be able to view the documents but not download them. If Allow Download is unchecked for the share the guest user cannot open the files at all. If it is checked then they can download the files. I was hoping that the user can view in the viewer but not be allowed to download.
