[Bug]: Download of a file from a group folder does not create a activity

Bug description

No activity or mail notification is created if a file from a group folder is downloaded.

The activity / notification "A file or folder shared by mail or by public link was downloaded" is active.

Steps to reproduce

1. Create a groupfolder and add some user to that folder
2. activate the "A file or folder shared by mail or by public link was downloaded" notification option.
3. activate the "A file or folder has been changed" notification option.
4. upload a file to the the groupfolder.
5. All users wit access to that folder receives a notification -> OK
6. Download a file from that group folder
7. NO activity was generated and not notification was send -> ERROR

Expected behavior

If any user with access to a group folder downloads a file or folder from that group folder, a activity should be created and all user should receive notification email.
