[Bug]: Cannot open "About" page after manually updating from 27.1.9 to 28.0.6

Bug description

After following the guide at https://docs.nextcloud.com/server/latest/admin_manual/maintenance/manual_upgrade.html to upgrade from 27.1.9 to 28.0.6 the "About" Page (FirstRunWizard) stops working. The nextcloud.log adds the following information:

I'm not sure if the issue also affects other parts of the cloud. The issue reproduces with Apache as well as Nginx and MariaDB 10.11 as well as SQLite.

Steps to reproduce

Download & Install nextcloud 27.1.9
Follow the guide at https://docs.nextcloud.com/server/latest/admin_manual/maintenance/manual_upgrade.html to perform an upgrade to 28.0.6
Login and click your Avator on the Upper right followed by "About"

Expected behavior

I can open the "About" page after update without errors.
