Public link / file drop application support

We'd like to be able to use desktop app for file upload in case of connection issues, so the application will be able reconnect and reupload the files. Also the uploaded folder structure should be maintained. Currently we have to create separate nextcloud server instance with blocked features, for the users just to upload the files to their own accounts.

The server already offers permissions for public links to be 'upload only'.
