References Popup not shown

Description In certain circumstances the popup for selecting recipe references is not shown in the recipe editor although a # is printed.

Reproduction

Tested on macOS Firefox:

Press Shift+3 (US layout) to enter a # symbol (both are being held down). Then first release the Shift key and only afterwards release the 3. A # is shown in the input field but no popup is displayed.

When inverting the order, i.e. first release 3 then release Shift the popup is shown.

Expected behavior Both should work the same.
