[Enh]: Add ability to create Team folders from team page

We should allow team moderators to:

  1. If they're also system administrator: create a team folder from the team page

  2. If they're not system administrator: request the creation of a team folder with a desired quota from the team page. admins receives the request and can either deny or approve.
