Grant owner level to a circle doesn't work for circle creator

Version 22 of circle is really better than the previous one, in terms of interface and features: great job!

But I found a strange behaviour. Let 2 users UserA and UserB. They are members of circle CircleONE. When userA create a second circle CircleTWO, he is owner of this circle. UserA add circle CircleONE as member of CircleTWO and promote it as owner.

At this time:

• UserA is still admin of CircleTWO and can add member but can not update circle configuration
• UserB can add member and edit circle configuration

userA leaves CircleTWO:

• UserA can not add member and can not update circle configuration
• UserB can add member and edit circle configuration

Expected: both UserA and UserB can add member and edit circle configuration since CircleONE is owner of CircleTWO
