When limiting creations of teams to a certain group button to create is still visible

Steps to reproduce

1. limit creation of teams to a group with occ config:app:set circles limit_circle_creation --value
2. go into contacts with a user that is not in that group
3. Click on create team. Follow steps and get an error message.

Expected behaviour

Button to create should not even be visible unless i am in the group that can create

Actual behaviour

You seem to be able to create a circle bit you get an error message.

Server configuration

Nextcloud version: 32
