External collaborators do not get notified

Steps to reproduce
- Create a new circle
- Invite someone that does not have a Nextcloud account by e-mail
Expected behaviour
The person invited to a circle should receive an e-mail informing them that they have been added to a circle. I'm not sure if this is a bug, but how exactly should a member that has been added with only their e-mail-address be notified? What are they expected to see?
Actual behaviour
I don't perceive anything that happened, and the mail provider also did not receive any e-mail to send as far as I can tell.
