Allow to make every local user member of a circle

It would be nice to have a way to say "every local user on the instance is member of this circle".

The particular usecase I have in mind is with the Collectives app: sometimes, you want a collective to be available to everybody on the Nextcloud instance. In this case it's cumbersome and error-prone to manually add all users.

A workaround for now is to use https://apps.nextcloud.com/apps/group_everyone and add the everyone group to a circle. That way, every user on the instance is part of that circle.

@mejo- That app sounds like a good solution. Shall we just close this or are there any downsides / blockers to using group_everyone ?
