Allow choosing timezone by UTC offset.

Is your feature request related to a problem? Please describe.

I have an event that I need to attend that is using "CEST", which is UTC+02:00. How do I input this? I don't know what country the people I'm speaking to are based in, just their UTC offset.

Describe the solution you'd like

Allow me to choose the UTC offset instead of the location when choosing a timezone.

Describe alternatives you've considered

At least indicate the offset beside the name of the location.

We could consider showing the offset next to the timezones.

An offset without a timezone sounds problematic to me because it doesn't work well with recurrence and DSTs.

That's not problematic for me. In fact, that's what I expect. Some things, like astronomical events, are always recorded using UTC (+00:00/Z per ISO 8601) to ensure co-ordination. Nobody expects location-specific DST when selecting a timezone specifically, since that's what the current location/authority-specific timezones are for.

Hi, as it stands this is absolutely broken UI, I spent ages trying to find the timezones for some international flights.
