Add back WebCal web protocol handler

It was removed in the Vue rewrite.

Adding keyword "browser" to this issue because I included this keyword in all my searches for duplicates and never saw this issue pop up.

The absence of this is such a huge usability oversight. @tcitworld are you actually planning on implementing this, since you assigned it to yourself?
