remove some code in 1.3+

in version 1.3+, remove lines added in #100

  • remove this line that force the default value to true: https://github.com/nextcloud/backup/pull/100/files#diff-6c287713390b9556b28be55abc7fb66841e636bc048e9edc36bf8b211b50f43dR414
