AnnouncementCenter is fetching all existing Groups

Hi Together, Nextcloud 18.04. User x is permitted to text Announcements and exists in Group Y and Z. User x select the Groups for the announcement and gets all existing Groups for publishing. I Think this is an issue because he should only be able to select Groups Y and Z.
