Downloaded images do not appear under Andorid Gallery until reboot

Steps to reproduce

1. Sync images (ie Download) on Android
2. Images wont' appear in most apps or Gallery UNTIL the phone is rebooted.
3. This doesn't happen with Synology Drive apps, or Google Drive apps

Expected behaviour

1. Sync Image / Download Image
2. Android should pick it up straight away without rebooting to detect changes

Actual behaviour

I Have to reboot (this happened on many devices and NC installs, so not the one)
