the file owner receives wrong "Activity notification for Nextcloud" messages

Steps to reproduce

1. nothing - happens automatically - mysteriously

Expected behaviour

nothing

Actual behaviour

nextcloud produces phantom activity reports for thousands of files. user changed xxx.jpg user pretends not having "changed" anything - BTW ho could you change thausends of files without remembering If ever I can image user downloaded/deleted/updated/moved but what does "changed" mean?
