Use the default activity settings for all users and prevent the user from changing them

The administrator should be able to set global activity settings for all users that cannot be changed by a single user.

Under Administration > Activity you could add a checkbox like:

In Personal > Activity the settings should be visible, but grayed out. Maybe with a note like "Settings are managed by the administrator!":
