Alert based SLO's should not require configuring a webhook to send alerts to NRDB

Summary

Configuring a webhook to Events API, adding said webhook to all alert policies is needless toil. The app should be able to query the new NrAiIncident event type.

Desired Behaviour

No need to configure a webhook or configure alerts to send their incident details to Event API

Possible Solution

Query the NrAiIncident event.
