A user with user permission and APM manager role, can not see transaction list

Description

With a user permission and APM manager role, I can't see the transactions listed under the field if I serve it locally. But with a restricted user permission and APM manager role, I can see the transactions listed. This only happens on local serve, if I enable this in an account, as long as you have APM manager role, the transactions are listed.
