"Add Service" keep spinning and threw a 403

Description

A restricted user with Nerdpack manager role can not add a service. It keeps spinning and throws this error. I tried to grant him APM manager role, insights manager role. None of them worked.

Steps to Reproduce

Expected Behaviour

An admin can add a service without any issues. A normal user should be able to use this even without Nerdpack manager role. NOTE: # ( Tell us what you expected to happen. )

• NR1 CLI version used: 1.19.2
• Browser name and version: Chrome Version 83.0.4103.116 (Official Build) (64-bit)
• Operating System and version: windows10 1803

Additional context

As a restricted user, he can't generate the apikey himself, so admin generated for him. This is the case to all restricted users. Not sure if this is part of the issue, but hope it helps.
