Add tests for NewRelic::Agent::Agent::StartWorkerThread

The methods within NewRelic::Agent::Agent::StartWorkerThread are not tested. This was revealed while working on #1093. Add tests to prevent bugs like #1093 from being introduced in the future.

Initial size based on the number of methods (8 methods) - Medium level of complexity. Small for effort.
