[Repository] Determine how to notify a contributor when a` name` is changed for a quickstart

Once we have a way to handle redirects for the I/O site in the case of a name change to a quickstart, we'll want to ensure if a name is changed in a quickstarts config.yml file we show some type of warning to the user that a redirect should be setup to account for the change in the URL as the name is used to set the URL
