[Quickstart Dev] Pick a quickstart to create and learn the process and pain points of contributors

Each DevEn Engineer can pick a quickstart they'd like to make from scratch to see the end to end contributor process.

Consider some of your favorite technologies that may not exist yet in I/O, or perhaps there is something you wish had a quickstart.

Acceptance Criteria

• [ ] Setup a config.yml file
• [ ] add at least one alert
• [ ] add at least one dashboard
• [ ] if necessary, create a new install plan
• [ ] merge your PR
• [ ] share your experience G:drive: [DevEn] Building quickstarts an experience review
