[I/O] 🤝 Repo restructure to support I/O 2.0

Overview

With the new UI of the internal I/O catalog focusing on de-coupling dashboards and alerts from the quickstart "bundle" we want the repository to better represent this new state, but also still support quickstarts as bundles on the external I/O site

Milestones

• Decouple dashboards from quickstarts
• Decouple alerts from quickstarts
• Reduce duplication of alerts and dashboards
• Ensure all quickstarts reference the correct dashboard and alerts after deduplication efforts
• Update quickstarts with new install plans => data sources definition & corresponding content
• Support the changes to install plans becoming data sources
• Ensure existing data sources that are documentation references are represented as Documentation in the UI (not as Data Sources)
• Update all contributor documentation to ensure contributors understand the new model
