Full Stack Observability quickstart doesn't install FSO dashboards

Description

Full Stack Observability quickstart does not install any dashboards as advertised.

This quickstart currently delegates to our guided-install flow with no option to skip which was confusing to an existing customer. This customer was being prompted to install the infrastructure agent which was done previously, causing concern about proceeding with the quickstart (will this break my install? will I send twice as much data to NR?)

Steps to Reproduce

1. login to one.newrelic.com
2. click "Instant Observability" button
3. filter By "Dashboards"
4. search for "Full Stack Observability"
5. select "Full Stack Observability" tile
6. click "Install this quickstart"
7. select account to target and "Continue"

At this point our users are in the guided-install workflow. The following install steps are performed successfully (if they choose to install)

Select an account
Select your environment (Linux)
Begin installation
Installation complete: Infrastructure Agent
Installation complete: Logs integration

But no Deploy quickstart step is triggered to install the dashboards

Expected Behavior

• An option to skip this step for the guided install if a customer has already performed this step
• Deploy quickstart step is added, which adds the appropriate FSO dashboards
