Create a new workflow for post-deploy process

Feature Description

This new job updates APM. This may also post chat notifications, if the existing ones are insufficient.

Workflow:

• Workflow Input: Agent Version
• Updates versions in APM. This is currently done manually, likely due to a problem with our API keys. This should be sorted out and automated. Can run on a Linux Runner if that makes it easier.
• Optional. Post notifications to Slack room(s).
• Optional. There are other post-deploy manual steps in the release process doc that might be automated:
  • Archiving all stories in the Done column in GH.
  • Others?

Additional context

This work is part of a larger effort to get our deployment process moved to GHA.
