Fixes AzureWebApplicationSmokeTest in Platform test suite.

The AzureWebApplicationSmokeTest has been broken due to a problem publishing the test app to Azure. The existing way to publish the app no longer works as Azure has changed the tooling and publishing methods. Need to find a different way to publish test app to Azure.
