Container Tests: Extract a common base docker compose service for use by the various tests

Describe the story, please be clear on scope of the story.

The Container tests currently use the Linux smoke tests service as a base, but now that there are two types of tests (Kafka and Smoke) it would be good to extract a common base service for both.

Acceptance Criteria

Base service is extracted that retains all the configurability of the current implementation.
