Bumps up the version of Golang used in dependencies and GitHub workflows to go1.21 Approach adapted from https://github.com/newrelic/newrelic-cli/pull/1592 https://github.com/newrelic/terraform-provider-newrelic/pull/2557/

Question: Does this PR also need changes in .golangci.yml as made in https://github.com/newrelic/newrelic-cli/pull/1592? @sanderblue
