Add check for storage permission on startup and sync

We do not check again if we still have general storage permission. I need to add one.

Storage permission check is not working on EMUI Android 10, I do not get a dialog to allow file/folder permission, I have to manually allow the permission in Android settings. I'll open a new issue if you find this relevant. No issues with Android 13.

+1 didn't use the app for weeks bc local storage was empty (only logs dir of extRact). Thanks for the hint @TalalMash !
