Meta-analytic clustering workflow

The meta-analytic clustering workflow (nimare.workflows.meta_cluster_workflow) hasn't been touched in quite a while. I'm not sure if it's functioning. @62442katieb would you mind taking a look?

If it is working, then it needs a test and to be incorporated into the API documentation. If it's not, then we should either pop it out into a separate branch or fix it up sooner rather than later.

I'm happy to take a look. Last I remember it was almost ready, but hung up in a few places (i.e., sleuth_to_dataset, I think). I'll take a look and fix it up sometime between OHBM and OSR sessions.
