standardization of d_lambda
previously, had a hack because HOC doesn't support a ceil function. Trying to do this without adding to HOC namespace. Progress toward #2932 but still need more changes to secanal.hoc and celgeom.hoc
@nrnhines can I safely use hoc_ac_ in celgeom.hoc? Implementing ceil functionality without defining a new function or using a temporary variable leads to a lot of redundant calculations.
