`nrn-build-ci` failures

The last successful CI run for the nrn-build-ci repo ran 3 months ago, and since then the scheduled job has been failing at the testing stage. For posterity (and to keep GH from deleting them due to old age), I am attaching them here:

I have already create a PR that fixes most of the the issues with the nrn-build-ci. The only remaining issue is with NEURON 8.2.3 not supporting Python 3.12

Since https://github.com/neuronsimulator/nrn-build-ci/pull/62 was merged, and the CI is green, I think we can close this.
