Pypi and updates

SUMMARY:

• set "magic wand" version and "magic wand" nightly version
• convert test runner script to be based on "test-pipeline" from buildkite
• start the transition to using "neuralmagic/nm-actions"
• delete obsolete repo implemented actions
• update NIGHTLY to be more whl centric
