Where should the information of table_schema.py be placed?

As discussed in https://github.com/neulab/ExplainaBoard/pull/157, table_schema.py is only used by the web frontend so it might be better to move the information there. If we do so, it will be the frontend's responsibility to make sure the table schema and the SDK version match.
