As NSM sits on the layer 3 of the OSI model (the network layer), is IPSec VPN used for communication across the public network?

@nathanawmk NSM negotiates the 'remote mechanism' used for carrying vWires off Node. Currently, we use wireguard by default for carrying IP payloads. We'd be quite open to IPSEC as a remote mechanism as well :)
