Have a New Task button always visible

When the initial help window is dismissed and there are no tasks, the screen is rather empty. Although we can add a new task from the menu, I suggest instead having a toolbar with a new task button on it, so the user has some kind of idea what to try next.

Maybe both Add task and Report should be on the toolbar as those are the two main actions carried out regularly?

Yes, once you have an action bar you can think about what else should be on it. Probably these days there should be an overflow button (three dots) for the rest of the menu.
