Extract plugin validation logic

We should extract the plugin validation logic to its own package so that plugin authors can use to validate their plugins before publishing. What do you think?

Yeah I think this makes sense. Making it easier for devs to create, validate, & list plugins is definitely something we want to do.

I like what circle did with orbs (orbs are plugins for circle) and a CLI helper for that
