[Feat]: New Node Alert

Problem

When a new node is added to Netdata, I do not believe there is any notification about it.

Description

I would like an alert that can go out over any of the existing tools such as email, slack, etc and notify the war room, global admin, etc of a new node being added.

Importance

nice to have

Value proposition

1. Keeps admins aware as infra grows
2. Can highlight issues with automation where things are allocated or built incorrectly
3. Keeps users aware of cost

Proposed implementation

Add an alert when a new node is connected to the cloud just like another alert.
