[Feat]: Allow users to make dashboards public

Problem

We've discussed in the past that we'd like to allow users on all tiers to make dashboards and/or individual charts public. We've received the request again from a user, so I'm adding it here for further discussion and eventual planning.

I wish I could make this dashboard public, but only so people can see the resources but can't do anything. I mean that they just see the system overview and nothing more

Description

The original idea was that everyone could make dashboards public, paid plans would allow them to be authenticated (which we kind of have for paid plans already, with the Viewer role, but not exactly, since they need to be inside the app to see them).
