ENG-3602 Trigger an update when the manifest is modified

Trigger a central workflow to update the plugin catalog when the plugin manfiest netbox-plugin.yaml is modified in the default branch.

Contains an initial netbox-plugin.yaml with the most recent releases, will need to the back filled.
