[Feature]: Allow multicast RP-mappings to ACLs

Ideal for modeling most platforms, but not for platforms like NX-OS. I am not currently leveraging for NX-OS, so I do not care as much.

I worry about scope creep, and I could make another plugin just for multicast, and have it require this plugin. That could also be an additional can of worms.

I ultimately just want to model:

  • RP-mappings
  • pim interface config (another can of worms)
