Option to Block a peer

Hello. as i recommended before, allowing the netbird agent to send the peer's hardware serial number, allows us to script a test against any MDM so we can compare the serial number of the peer connected to the one that is associated with the user.

but if for some reason , this is bypassed, the ability to enable a "block this peer" will disable any connections from a blocked peer just like the "block user" option under "Users"
