Enhancement request: add option to select route-reflectors vs full-mesh in External Connectivity Policy

Within the policy external_connectivity_policy (apic.fabric_policies) there is no option to choose route-reflectors by default the configuration is full-mesh. It would be great to set this flag through Terraform.
