Possible Cloudflare blocking in Russia

Some users of the gaming utility XIVLauncher have reported that the tool has become unusable in Russia.

Hosts claimed to have been affected:

  • kamori.goats.dev
  • goats.dev
  • goatcorp.github.io

What's interesting is at two of these use Cloudflare. Russian users of the program report that the block is based on TLS characteristics, suggesting that Russia may be targeting Cloudflare specifically.

Are there other corroborating reports of this phenomenon, or for other Cloudflare domains?
